Page 3, paragraph 2.-The Commander-in-chief, Malta, calls attention to an important addition to the Scheme, viz., the Regulations for the Management of the Examination Anchorage to be established in the Marsamuscetto Harbour. On this subject the Colonial Defence Committee have recently received from the Admiralty, with reference to paragraph 4 of their Memorandum No. 78 M on Harbour Regulations at Malta, an intima- tion that at such an important naval base the general regulation and control of the maritime traffic in time of war should be in the hands of the navy. The Committee concur in this view, and are in communication with the Admiralty and War Office as to the modifications in the Harbour Regula- tions on page 77 of the Report which are thereby rendered necessary.

2. Page 3, paragraph 4.-The sub-division of the defences into fire commands referred to in this paragraph now requires some further modifi- cation in accordance with the revised chain of Artillery Command sent to the station with War Office letter 57/Malta/382. According to this chain the Central Section should be organized into five fire commands. This involves an alteration in paragraph 2, page 15, of the Scheme, and in the Table II on page 19 where the omission of the staffs for the Fire Commanders'* Stations V and XI will release two officers and ten men from these duties. Corresponding alterations will also be necessary in paragraph 4, page 21, paragraph 2, page 22, and Table A, pages 26 and 27.

3. Page 3, paragraph 7.-The Committee understand that the request of the Commander-in-chief, Malta, for an additional officer to take charge of military telegraphs and telephones has been complied with. (War Office letter 112/Engineers/2363.) He might conveniently be termed Director of Tele- graphs in place of District Signalling Officer, the title now used in the Scheme.
