various purposes above indicated. It will be found convenient in filling in the details, and in writing the remaining Chapters, the preparation of which has been delayed owing to the reorganization of the military forces, to follow the outline given in the Colonial Defence Committee's Memorandum No. 46, dated the 3rd May, 1893, as closely as possible, and it is suggested that the revision and completion of the Scheme on these lines, and in accordance with the above remarks, should be put in hand with as little delay as possible.
