balance is to come from. It could hardly come from England on outbreak of war.
(g.) It could not be expected that the small quantities required of salt, hops, malt, and baking powder would be sent from England; there must be local substitutes for yeast for purposes of bread-making, and these should be used.
(h.) Only 45,000 lb. of rice is shown as available; it should be stated where the balance of 135,000 lb. is to come from.
(i.) It does not appear necessary to issue rum every second day. The local supply of 180 gallons should be ample.
(j.) It is not desirable to assume that 36 gallons of lime juice and thirty tins of Brand's extract would be shipped from England. In the one case there should be a sufficiency of fresh vegetables and fruit, and in the other of fresh meat and "extractum carnis" to render the despatch of these articles unnecessary.

24. The instructions to O.C.R.A. and O.C. Infantry as they now stand might be more conveniently embodied under the headings "Action by O.Č. Troops" and "Action by O.C.R.A." in Chapter III, and under Chapters IV and V merely a reference given to Chapter III.
