It is observed that these proposed Traffic Regulations do not emanate from the Local Joint Naval and Military Committee, which, it is understood, has been ordered to assemble at St. Lucia, as at other stations abroad. It is recommended that instructions should be given for the assembly of this Joint Committee to reconsider the draft Harbour Regulations in the light of the foregoing remarks, and to consider in addition the best measures of defence against torpedo-boat raid, a class of attack which, as pointed out by the Colonial Defence Committee in their remarks of May 1894 on the Defence Scheme of St. Lucia, must be taken into account at Port Castries.
