near the inner end of the south breakwater, but kept well to one side, so as not to interfere with navigation if a friendly ship were coming in. The projectors should be fitted with interchangeable lenses, so as to allow of the beams being concentrated in thick weather.

6. The two batteries and the harbour should be placed in telephonic communication.

7. The magazine accommodation in Bluff Battery should be increased, as proposed. This alteration is of the utmost importance, and should not be lost sight of.

8. The control of the harbour defences should be precisely defined. So far as can be judged without special local knowledge, it should rest with the Officer Commanding Bluff Battery. The signal-station appears to be situated close to it, and he would thus be in direct communication with the examining vessel.
