2. Similarly, a Transport scheme is required, giving an estimate of the probable demands, and showing how they would be met.
3. A Medical Departmental scheme in detail should also be drawn up. 4. The important question of the food supply of the garrison and civil population should be dealt with in detail, and a scheme of supply drawn up.
5. The question of maintenance of communication through the town after partial bombardment should be considered.
Finally, the Colonial Defence Committee recommend that a copy of their remarks should be forwarded to the General Officer commanding, and that it should be pointed out that the Reports of the 3rd March, 1889, and 25th July, 1889, to some extent supplement each other, while in other respects the latter appears to supersede the former. It is most desirable, therefore, that the two should be combined to form one complete and comprehensive scheme of defence.
