10. The changes in the position of the landing places of the telegraph cables recommended by the Local Committee appear desirable, but it is for consideration whether these changes should not be made at once instead of awaiting the outbreak of war.
With the above reservations, the Colonial Defence Committee consider that the local scheme meets the necessary requirements. They recommend, therefore, that their remarks should be forwarded to the Governor, and that the Local Committee should reassemble to consider what modifications can be made having regard to the views they have expressed.
