Note by the Joint Planning Sub-Committee submitting a Draft Report for the Chiefs

of Staff.
On the 6th February the Chiefs of Staff instructed us to undertake an examination of the broad problem of war with Russia, presenting a picture of the action which Russia might take against Allied interests and the action which the Allies might take against Russia.

of these terms of reference,
