(vii) Should it prove necessary to crcct or adapt new works specially equipped for this purpose, would it be preferable to do so in France, the United Kingdom, or the Balkans?
(viii) Should it be decided to provide new works in the Balkans, ought the countrics concerned to be advised to agree together with a view to joint manufacture, or would it be preferable for the French and British authorities to assist and expend various forms of Balkan manufacture under their own supervision, in order to be in a position, if the nced arose, to supply all their possible allies?
(1x) Should France and Great Britain agree to supply war material and ammunition to Balkan States, how ought such supplies to be allocated, as between themselves and as between the countries concerned,
(a) before the outbreak of hostilities in
Eastern Europe;
(b) during the active period?
