In continuation of my 7289 of 18th Feb.
Have just received telegram from Military and Air Attaches at Ankara to effect that Turkish General Staff have accepted Anglo French report (summarised in my 7162 of 11 Feb.) as reasonable but have professed financial inability to carry out requirements in improvements of bases, aerodromes etc. Attaches replied that it was a matter for Governments and that Turks should say what they can do and allies must then decide whether to reduce scope of assistance or offer aid in construction works. Turkish General Staff are referring matter to their Government.

Attaches consider earliest dates staff talks about 26 Feb. Hope therefore that very early consideration may be given to problem involved.

Meanwhile further reconnaissance parties have pro- ceeded to Turkey to consider bases, roads, aerodromes, signal communications in greater detail.
