The Military Co-ordination Committee at their meeting on the 8th February, 1940* had before them a report by the Deputy Chiefs of Staff on the above subject (Paper No. M.C. (40) 39, also Paper No. D.C.0.S.

It was agreed:-
"To instruct the Secretary to bring to the
notice of the Chiefs of Staff Committee the discussion which had taken place and to invite them to examine the matter afresh after consultation with the Commander-in-Chief of the British Expeditionary Force."
In accordance with the above conclusion, a
copy of the draft minute recording the discussion of this question is circulated herewith.
