7th February had under consideration Tehran telegram
No. 29, dated 1st February, 1940,

The War Cabinet:-
"(i) Invited the Chiefs of Staff Committee to review their Report on the vulnerability of Russian oil supplies (Paper No. C.O.S. (39) 142) in the light of this informa- tion as to Iran's attitude:
(ii) Invited the Chiefs of Staff to consider
what action should be taken to follow up the suggestions made by the Iranian Minister for War, and to report to the War Cabinet."
In anticipation of instructions of the Chiefs of
Staff, the matter has been referred, in the first instance,
to the Joint Planning Sub-Committee.
