between the Secretary of State and the Government of

India, that the latter consider that the operations are not likely to entail a commitment larger than two brigados. Moreover they consider it a "matter of the utmost importance to stabilise the situation during the remaining months of the cold weather, to ensure that disorders do not spread to the north, and to apply the necessary forces before we are faced with larger

commitments".

In view of the foregoing considerations

we do not recommend, from the military point of view, that the War Cabinet should make any representations to the Government of India with a view to holding up the

operations already contemplated.
