I am enclosing a copy of a noted which the Air Staff have prepared on the paper recently circulated by Zetland on the situation in Waziristan (W.P.(G)(40) 25). I spoke to both Stanley and Zetland at the Cabinet this morning and Zetland told me that he would have no objection to the paper being referred to the Chiefs of Staff Committee so that they could consider it from the point of view of its general military implications. He pointed out, however, that as stated in the paper, he had already informed the Government of India that their proposal was sanctioned in principle.
I very much hope that you will agree that it is desirable that proposals of this kind should be considered by the Chiefs of Staff Committee, and that you will be willing to refer the question to them as a matter of urgency,
