The following is an extract from a telegram to the Prime Minister from the Governor of Burma:-

"May we treat Thais as enemies?
There are
indications that they are making some concentration on our borders".
The above will be for consideration by the Chiefs of Staff at an early meeting. The Foreign Office will be asked to send a representative.
