PROPOSED CONFIDENTIAL ORDER FOR THE THREE SERVICES
COMBINED OPERATIONS ORGANISATION,
The Combined Operations Organisation is under a Commodore, 1st Class, appointed as the Adviser on Combined Operations (short title Commodore (C)). His duties fall under two main headings Advisory and Executive,

I ADVISORY.

in this capacity to all Commanders-in-Chief at Home and Force Commanders in connection with any combined operation which they are carrying out. It is incumbent on any Commander-in-Chief planning a raid or combined operation to consult him at the earliest possible moment, and to keep him informed of any change in date or plan, as well as of the result.

He is assisted in his advisory duties by an inter Service staff headed by Naval, Military, Royal Air
This staff also assists Force and Royal Marine advisers, in planning those raids which are carried out by the forces directly under the command of the Commodore (0) and are available to advise Cs.-in-C. in the planning of raids to be carried out under their jurisdictione
II. EXECUTIVE.
COMMAND.

(a) All combined operational establishments and
bases in the British Isles and the Special Service troops (Comandos) are under the command of the Commodore (C),
(b)
Special combined operational ships commissied as H. M. Ships in the British Isles are under the command of the Commodore (C) except during the period when they are placed der the orders of a Force Commander appointed for the execution of a specific operation The movements of such ships will however in either case be carried out in the normal Service manner by the Admiralty,
(c) Merchant Navy Ships which may be allocated by
the Admiralty for combined operational purposes will be attached to Commodore (C)'s command or that of the Force Commander as the case may be.

The administration of the above Commands and attached ships the naval units of which continue to remain the Commodore (C)'s responsibility unless they arc permanently detached from the Home Stations, is carried out as follows:-
