The Industrial Capacity Committee has recently been considering the question of production in the coastal areas on which a ban was placed some time ago by the Chiefs of Staff Committee. Owing to the general shortage of labour it is desired now to make use of the following towns for minor and non-vital war production:-
Norwich Ipswich Maidstone
Kings Lynn Wymondham Bungay
Beccles
Diss
Colchester
Brentwood Ashford (Kent).
It is not proposed to move any additional labour into the areas mentioned, nor that labour already success- fully moved elsewhere should return, It was also noted in the discussion that transport had been reduced within the areas, and that it would be difficult to provide additional facilities. However, it seems that it should be possible to place some production of the type referred to in the foregoing areas, and I trust that the Chiefs of Staff Committee will see no objection to this.
