The Chiefs of Staff at their meeting on 25th October approved a minute to the Prime Minister which he referred to the Minister of Supply for comments.

The Minister of Supply has now written to the Prime Minister, enclosing his report on which the Prime Minister has minuted as follows:-
"General Ismay for Chiefs of Staff Committee.
Air Ministry requirements scems on the high side.. Pray let them, and Lord Beaverbrook's report, be examined.
