(a) If the representative of a Service Department felt

that the draft accepted by the Chairman ran counter to the policy of his Department the Chairman would consult with the Chief of Staff of that Department before submitting the communique to the Minister of Defence. If a similar difficulty was felt by the representative of tho. Ministry of Home Security, the Chairman would consult with the Ministry if in his opinion there was time for such consultation. (e) Communiques would be issued twice daily, (i) as soon

as possible after mid-day, and (ii) in the evening not later than 10 p.m; there might be special communiques at other times.

These proposals have been accepted by the Service Departments, the Commander-in-Chief and the Ministries of Home Security and Information.
