After allowing for vessels (1) trading permanently abroad, (2) detained in French ports and (3) under- going or awaiting repair, including the fitting of defensive protection, the balance is a little under 7 million gross tons, some part of which is engaged in the coasting trade of the United Kingdom and Eire.
