If the U.S. authorities agree to the foregoing, it is desired that His Majesty's Government be advised of the names of the officers chosen in order that they may be notified to Admiral Kennedy Purvis in Bermuda.

Since it is felt that such conversations and agreemnts resulting therefrom will be most profitable before you have finally completed your several construction projects, it is suggested that these conversations be begun in the very near future.
