I am enclosing copies of Bucharest telegrams Nos. 2140 and 215* in which Hoare suggests that he should withdraw his Mission in about a fortnight's time. Replies have now been sent to Hoare concurring and Hoare will accordingly be withdrawing his Mission on or about the 15th February. We wish to draw the special attention of the Chiefs of Staff to these telegrams since points (c) and (d) involve strategic considerations.

2.

The departure of our Mission from Bucharest will mean, of course, the end of all the detailed information we have been receiving from that post recently, particularly on military and economic subjects. This will, of course, be a grave deprivation, but it is clear from Hoare's telegrams that it would no longer be possible to obtain the informatio even if we maintained the Mission. C. is, of course,

being kept informed and will be making whatever other arrangements he can.

You will probably wish to arrange for Wavell to be informed of Hoare's withdrawal.
