Date of three party staff meeting now fixed to commence 22nd February subject to agreement of Australia and N.E.I. New Zealand and C. in C. East Indies are being invited to send representatives.
Presence of Officer from U.S.A. if only as Observer appears highly desirable. By 22 February Liaison Officer from U.S.A. Navu will be with C. in C. China, but we both consider that Washington should be informed of meeting and invited to send special representative. Do you concur.
If so suggest first approach should be made by London and all subsequent steps taken from here.

Addressed to S. of S. No. 57 C. in C, Far East C. in C. China. Your telegrams No 21 of 13th January and No. 4 of 3rd January to United Kingdom } High Commissioner. I have received through Consul
of the Netherlands invitation from the Governor General of the Netherlands East Indies to send military mission to the Netherlands East Indies for secret staff conversations on the understanding that they do not imply ary Political commitment on either side.
Commonwealth Government have accepted the invitation and will be represented at the conversations by a naval officer, two air force officers and ammunitions expert.. Representatives will leave for the Netherlands? East Indies in about 10 days time.
