It was suggested after the discussionTM with Sir Clive Liddell on the defence of Gibraltar that the Commander-in- Chief might not be receiving enough information to enable him to review local plans in the light of recent events and possible future developments.

This question was referred to the Colonial Office Military Liaison Officer, who, after discussion with the Dominions Office Military Liaison Officer, the War Office and the Colonial Office Defence Department, has worked out the following procedure for keeping the Governor and Commander-in-Chief, Gibraltar (and Malta) more in the

picture.

The information that should reach these Governors and Commanders-in-Chief falls into three categories:-

Information on Operations which might have local repercussions or entail some modification in local plans.

Indications of H.M. Government's policy on important political and military matters that might affect Gibraltar (or Malta) directly or indirectly.

Summaries of recent operational events.

The suggested procedure for transmitting this information to the Governors concerned is as follows:-

(a) Operational Information.

The responsibility for communicating this type of information to the Governors and Commanders-in- Chief at Gibraltar and Malta should rest entirely with the three Service Heads at the Admiralty, the War Office, and the Air Ministry.
