Reference GHQFE 182 12/1. We recognise here importance of firm attitude to Japan and necessity of using all diplomatic action to prevent Japanese move of military forces into Thailand. Essential however to move in step with United States. At present the attitude of United States Govern- mont towards Japan appears less firm and there is tendency to rolan their attitude in dispute between Thailand and Indo- China. We realise present situation between these two countries is advantageous to Japan. Therefore settlement if only temporary would ease position. Concessions by Vichy consequently desirable, but are difficult to obtain.

Propaganda in relation to Thailand and Indo-China must depend upon the result of our consultation with the United States.
