production in order to provide for the future. Unless they can be built in U.S.A. or Canada, the construction of each additional Winette means the cancelling of one destroyer or three corvettes.
8. It is, of course, essential that we should place ourselves in the best possible position to exploit any situation that may arise, and with this in mind we think that the requirements now put forward are reasonable, provided that no undue interference with present programmes is experienced during their production. We recommend, therefore, that in authorising Departments to proceed with these requirements the Chiefs of Staff should qualify their approval with a rider to the effect that, if any undue interference is experienced, it should be brought to the notice of the Chiefs of Staff.
9. We attach the following:-
(a) Annex I-
(i) A summary of the requirements originally put forward* to enable us to land a force of about two divisions in the face of opposition,
(ii) comments of each Chief of Staff on these requirements, (iii) amendments now proposed in the light of further experience.
Against each item is stated the decision which now is invited. (b) Annex II.—A detailed statement of the revised requirements for landing a force of about 2 divisions after an open sea passage.
(c) Annex III.—A statement of the additional requirements involved if we are to be prepared to land a considerable force across the Channel.
