concluded that we could not afford in present circumstances to make Japanese penetration of Thailand a casus belli. On 21st December the Chiefs of Staff approved the conclusions of a Report by the Joint Planning Staff in which it was considered that subsequent developments gave no grounds for suggesting any alteration in this opinion.
