The enclosed Memorandum by the Minister of Transport is being sent to the Lord President's Committee, and the Ministry of Transport have requested that before any such programme of railway works is proceeded with, the advice of the General Staff may be sought. The Memorandum is therefore circulated for consideration by the Chiefs of Staff.
