In view of the forecasts of Small Arms Ammunition (Annex to Enclosure) and the very great improvement in our position which will be effected from the factories coming into being in October, and the expanding output expected before the 31st March, 1941, and having regard to the fact that unless there is an invasion no operations are possible except in the Middle East, and then only on a comparatively moderate scale, I am of opinion that a
