(6) We can only find these reinforcements
at the expense of Home Commands. We must adjust our efforts at home accordingly, especially in the
Bomber Command upon which the heaviest demands will fall. We must, therefore, exercise the utmost economy, not take chances in bad weather conditions and not be drawn off on to uneconomical and ineffective targets.
