Note by the Joint Planning Staff submitting a
draft directive to the Chiefs of Staff.

In accordance with instructions we have prepared the attached draft directive for the Commander-in-Chief, Far East. In preparing this draft we have consulted the Foreign, Colonial, Dominions and Burma Offices, who are in agreement with its text.
Procedure
2.
We would make the following suggestions as regards procedure:-
(a) The Chiefs of Staff should invite the Commander-
in-Chief, Far East designate to meet them
when this draft directive is under discussion in case there are any points which he may desire to clear up.
(b) A copy of the directive as approved by the
Chiefs of Staff should be telegraphed by the Burma Office to the Governor of Burma for his comments, which he should be instructed to forward after discussion with the Commander-in-Chief, Far East during the latter's journey to Malaya.
(c) Complete copies of the directive
should be communicated by the
Colonial, India and Burma. Offices to the Governments of India, Burma, Malaya and Hong Kong.
(d) Service Departments, and the Foreign Office
should send relevant extracts from the directive to G.0.C., A.0.C., and Naval Commanders in Chief concerned and to H.M. representatives and Consuls General concerned. The Dominions Office should send relevant extracts to the Governments of Australia and New Zealand for their formal approval.
