It is possible that in certain eventualities Gibraltar may have to withstand a prolonged siege.
Once in a state of siege the replenishment of supplies will be a hazardous operation.

It is proposed that the attention of all Services, including the Colonial Service, should be drawn to the importance of completing Gibraltar reserves of all stores to one year's requirements forthwith.
