Following from Chiefs of Staff for Commanders-in-

Ability of Crete to resist attack might be intreased by introduction of officers into the island unobtrusively and in plain clothes.

These Officers might advise locally on defence measures, stimulate Greek resistance and ensure early and efficient reporting if attack takes place.

If you agree you should instruct your Service Attaches in Athens to consult Sir M. Palairet on the subject.

Depending on his views you may take any further action you may think fit.
