Note by the Joint Planning Staff submitting draft terms of reference for the approval
of the Chiefs of Staff.
In accordance with your instructions we have prepared the attached draft terms of reference for the staff conversations to be held in the Far East.

No mention has been made of the possibility of full military and economic support by the United States, nor is the possibility of tch and American
participation in military discussions in the Far East mentioned.
