STAFF CONVERSATIONS WITH THE UNITED STATES

OF AMERICA.

Note by the Joint Planning Sub-Committee submitting a Draft Aide Memoire for the Chiefs of Staff.

In a recent Foreign Office telegram, the Marquis of Lothian has stated that the President of the United States has agreed that secret Staff talks between the British and American navies, and if necessary air forces, should take place at once.

2.

We have prepared the attached Aide Memoire to provide a strategic background and outline of policy to guide our representatives in the conduct of these Staff Conversations.

3.

We suggest that the conversations should take place in London and that the Foreign Office should forthwith despatch a telegram inviting the Americans to nominate their representatives as quickly as possible.
