such conditions would seriously interfere with military movement.

Taking all these factors into account we are of the opinion that it is not possible for us to hold out any hope that we shall be able to give such previous warning of an impending invasion as will enable the evacuation scheme to be put into operation.

CONCLUSIONS.

We accordingly feel bound to advise that the authorities concerned should make their decision as to whether or not to proceed with the evacuation scheme on the assumption that at any time invasion either preceded or accompanied by large scale air attack may take place without any previous warning being received.
