You will be responsible for all planning in connection with operations in Ireland, in conjunction with the Air Officer Commanding in respect of air operations.

'The destination of the forces under your command can only be decided in the light of the information received as to the enemy's action. We are now examining the various ports in Ireland and the factors affecting the rapid move of forces from the United Kingdom, including the question as to whether the Division allotted to you should be moved now to Northern Ireland. The results of this examination will be communicated to you in the course of the next few days. It must be assumed that one or more ports are likely to be in enemy hands, but it is not intended that the Division from the United Kingdom should undertake an upposed landing, Apart from this you are given complete discretion in the employment of the forces under your command,

It must be assumed that the Eire Government and armed forces are co-operating with us, but it would be unwise to rely upon the Eire forces to render any effective resistance.
A note on the probable scale of enemy attack is attached as an Annex to this Directive.

H.M. Representative in Eire is being authorised to communicate with you direct as soon as the Government of Eira asks for assistance from His Majesty's Government. On receipt of this communication you are to take immediate action.
