Such a base would, however, be of evident value from time to time. Its denial to the enemy would of course be of importance though less so than the denial of the Cape Verde Islands and the Azores.
Conclusions.

While not suggesting that the threat of air attack could prevent our capturing the Canaries or subsequently denying them to the enemy, we consider that it might well make the use of La Luz as a naval base impracticable, and that in any event it would be an expensive and increasing commitment, As considerable forces are required for other similar projects (See Annex II), and there is also an urgent need of fighter and anti-aircraft defences at home, we adhere to our previous opinion that the value to be obtained from the use of the Canaries as a naval base does not justify the commitment involved in their capture and retention in present circumstances.

As regards the order of priority of the projects for the occupation of the various Atlantic Islands, we consider that the Azores and the Cape Verde Islands should have equal priority.
