preferred to wait till they could present their Report in a complete form.
The charts illustrating the Reports, the Minutes of Evidence, and the Appendix, which is some- what voluminous, are not yet complete, but they are being proceeded with, and will be finished with all dispatch. Completed copies of the Report will then be at once transmitted to you.
The number of completed copies sent will be the same as in the case of the first and second Reports, and when this number has been printed, orders will be given to distribute the type.

I AM directed by the Earl of Kimberley to acknowledge the receipt of your letter of the 24th July,* transmitting the third and final Report of the Royal Commission on the Defence of British Possessions and Commerce Abroad.
Lord Kimberley desires to convey to the Royal Commissioners the thanks of Her Majesty's Government for the time and labour which they have devoted to this inquiry, and to assure them that their recommendations will not fail to receive that attention which the importance of the subject demands.
