I AM directed by the Royal Commission on the Defence of British Possessions and Commerce Abroad to transmit to you their second Report, and to request that it may be laid before the Secretary of State for the Colonies.
I am further instructed to cause the same number of copies to be prepared as were ordered in the case of the Commissioners' first Report. These will be conveyed to you as soon as they are com- pleted; after which it is understood that the printer will be at liberty to distribute the type.

War Office, May 20, 1882. IN compliance with a request made by the Lords Commissioners of the Admiralty, I am directed by the Secretary of State for War to ask you to be so good as to invite the attention of the Royal Commission on the Defence of British Possessions and Commerce Abroad, to the entry on pp. 2 and 3 of Appendix No. 1 of the Second Report of the Royal Commissioners of an extract from Captain Rice's despatch dated the 26th April, 1881. The Lords Commissioners of the Admiralty are of opinion that the Report of Captain Rice, which has been printed, requires considerable explanation and modification before it can be accepted as presenting a full and accurate comparison of the strength of the British and French navies, and they desire that their opinion on this subject should be com- municated to the Royal Commission.
