AUSTRALIA.

The 577. 15s. would defray office expenses and incidentals for the volunteer service, exclusive of the Commandant. There would then be available for the following services as under :-

Capitation for 600 men

Arms and ammunition

Incidental and transport of arms, &c.

Travelling and marching allowances Maintenance of field guns

In addition to this, the money grant in lieu of land (namely, 6007.) will soon be available for other purposes, and could be still expended on the force if considered advisable, as yearly the sum decreases as the men that are entitled to the grant are being paid off. Men that entered prior to 1878 are alone brought under its provisions and receive their 127. 10s. on completion of their five years; consequently, in 1883 no more money will be required.

It might be thought that by doing away with Instructor's allowances I am striking at the back- bone of discipline and drill, but I would make the Commandant the Instructor, and under him the volunteer officers and sergeants themselves. This, I believe, would ensure a greater mastery of drill in all details.
