Appendix No. 4. them, still there is little doubt that when a railway is constructed from Nanaimo to Esquimalt—and this must very quickly follow the completion of the Canada Pacific Railway--the ground at Duntze Head will become of great commercial value, and the sum that could then be obtained for it would to a great extent, if not entirely, cover the expense of removal.

APPROXIMATE Estimate for providing a new Naval Establishment at Plumper Bay, in place of the present Yard at Duntze Head.

(Provision is made for purchase of land, levelling, making roads and inclosing ground, storehouses for naval, ordnance, and victualling stores, offices, factory, workshops, and coal-stores; also quarters for Principal Storekeeper and two Clerks. Storehouse-man and two Assistants, Chief Engineer, Boat- swain and Carpenter, guard-room and lodge; also wharfage 600′ x 150′, with frontage to 34 fathoms of water.)

I have estimated for 15 acres, at 507. an acre, a sum much more than the real value of the land, a great portion of it being mere rock. It is hoped, also, that some arrangement may be come to with the Provincial Government for the surrender to the Imperial Government of the Indian Reserve. This estimate can only be very approximate; little money need be expended on. roads outside the Yard; all that is required there would be to connect the establishment with a very good road running between Esquimalt and the road to Victoria, along the south side of the Portage Inlet. (See Sketch No. 2.*) Brick wall 10 feet high. Price calculated at 20s. a cubic yard. This and all other buildings, with the exception of coal-stores, to be of brick. Stores of different natures to be in three separate storehouses, and not, as in the present Yard, scattered about in various detached buildings. To be of equal capacity to the existing stores.

To be of sufficient size to contain the extra machinery authorized by the

Admiralty.

Present offices too small. This provides for two-thirds more accommodation. 000' x 100' 60,000 superficial feet, would, at 40 cents a foot, which is about the price calculated from other works of a similar nature, amount to 4.8007. It may, however, be considered necessary to sheath the piles with metal, to preserve them from the worm, or to import timber (eucalyptus) from Western Australia, which is not affected by the teredo navalis. The estimate for this item has consequently been increased by 1,2007.

This provides for a house according to plans sent home to Admiralty from the

station.
