SCHEME II.

Under supposition that Port Stanley is made a Naval Depôt and Refitting Station.

To defend it from Bombardment and Capture.

Supposing that the naval depôt is at the present dockyard, the same works would be -executed as for Scheme 1, with the exception of the works on Engineer Ridge and the redoubt east of Port Stanley. These might be subordinated to more advanced works, and mount fewer guns.

These more advanced works would be :-

A fort on the White Rock Ridge, east of Whalebone Cove, to mount four medium guns, and to command the approach from the lighthouse at Cape Pembroke, and the deep water about the William Islets.

A redoubt south of the narrow entrance of the Carenage, mounting two medium guns and two guns of position, to fire over the Carenage and on to the south shore.

To keep an enemy's ships away from the south coast, and to prevent his landing in Port Harriet and at Hooker's Point, two inclosed batteries would be required at Horse Point and at Hooker's Point.

On the projecting knoll of Hooker's Point an inclosed casemated battery for three heavy and three medium guns, firing at an altitude of 35 feet.

Five hundred yards from the Horse Point, towards Port Harriet, an inclosed battery having two heavy guns en barbette, altitude 50 feet; two heavy guns in casemates; two medium in casemates, altitude 35 feet. These should command the south coast from Hooker's Point to Lake Point, in Port Harriet.

There should be ample space inclosed to contain a moderate garrison.

The construction of this work would not be easily carried out, as there is 2 miles of (more or less) peat bog between it and Port Stanley, and landing materials in the bays or on the rocks would be very uncertain work.

To add to the security on the north front of Stanley Harbour, I would occupy Blanco Hill with a redoubt facing north-west, mounting in it four guns of position in emplacements.

Detached parapets to the south and east should connect this work with Port William, and I would construct a protected landing-place on the southern shore, close to the cross ridge of rocks.

There would be no road from the settlement to Blanco Hill Fort, which, however, could cover the retreat of any troops sent across the outer harbour or Port William. The defence of the eastern side might be carried out another way, viz. :——-- Establish a fort with heavy guns on the ridge south of the Carenage, at about 70 feet altitude, and 400 yards west of Hooker's Point. This in place of the Carenage and Hooker's Point works.

Occupy the ridge north of the isthmus of Hooker's Point with a work that would command the beach and sand dunes of this bay, as well as the approach from Cape Pembroke.

Although only 500 yards from Whiterock Ridge, works would be necessary on both eminences.

I submit herewith seven plates* of plans and sections of works and illustrations of Stanley Harbour.

I have not made drawings of the works on White Rock Ridge and above the Carenage, as certain survey work promised ine from Her Majesty's ship "Garnet" has not yet come to hand. They would be very similar to works already designed.
