I AM directed by the Earl of Kimberley to transmit to you, for the information of the Royal Com- mission on the Defence of British Possessions and Commerce Abroad, a copy of a despatch from Sir John Glover, stating that he has been unable to furnish the information required respecting the defences of the Leeward Islands, as there are no military or naval officers in the Colony, with the exception of his Private Secretary, who could be appointed as a Committee.

WITH reference to your Lordship's Secret Circular despatch of the 23rd August last,‡ requesting me to forward to your Lordship, with the least possible delay, a Report on the measures necessary for the defence of certain places within the Colony under my government, I have the honour to state that I have hitherto been unable to furnish your Lordship with the information required, as, with the excep- tion of my Private Secretary, there are no military or naval officers in the Colony who could be appointed as a Committee for preparing the Reports and estimates called for.
