The Committee have recommended thirty-two guns, viz., seventeen 10-inch rifle muzzle-loading guns, seven 9-inch rifle muzzle-loading guns, and six 64-pounders.
In addition there will be six field-guns, two mountain batteries, and the armament of the gun-boats. The 7-inch guns and lower natures are in store except one mountain battery.

7. Summary of the Estimates.
Before considering the estimates it will be necessary to fix the amount of barrack accommodation required.
The number of troops proposed by the Committee is 2,582. The existing barracks, including the sanitarium when built, will be for 1,439, and space for 790 more has been already estimated for in the proposed forts.
It is not advisable, however, to occupy these batteries completely in time of peace.
It would be preferable to place in them weekly guards of gun lascars for security, and furnish detachments of Europeans to Stonecutter's and Belcher's Point, thus:-

By this arrangement accommodation is provided for 1,882 men, leaving 700 for whom barracks will have to be built.
The best site for this barrack would undoubtedly be Kowloon Peninsula, and unless fresh excavations are made the position would be very favourable from a sanitary point of view.
A station hospital for 7 per cent. of the strength would also be required, and the "Meeanee " hulk which is at present used for the purpose might be broken up.
