WITH reference to your Lordship's telegraphic despatch of the 15th July,§ I have the honour to inclose printed copies of Memoranda which have been prepared by direction of the Secretary of State for War, on the defence of King George's Sound and Torres Straits; and I shall be glad if you will be good enough to hand them to Colonel Scratchley, if he should be in the Colony, or, if he has left, to give directions for their transmission to him.

Downing Street, August 25, 1881. I AM directed by the Earl of Kimberley to acknowledge the receipt of your letter of the 18th August, and to request that you will state to Mr. Secretary Childers that steps will be taken for the transmission of the printed Memoranda which accompanied your letter to the Colonies concerned. I am, however, to return the copies of the Memoranda which relate to the defence of Perim and Ascen- sion, those islands not being under the control of this Department.
With reference to the Cocos Islands, I am to state that Lord Kimberley infers from the first paragraph of your letter of the 19th May, that it is not proposed to take any action as regards sending out the Memorandum on the defence of those islands.
I am to add that it is presumed that the War Office will arrange for the transmission of the Memorandum respecting the Chagos Islands to the officer who has been directed to report upon those islands.
