TERMS OF REFERENCE,

THE Prime Minister desires that the Standing Sub-Committee of the Committee of Imperial Defence, composed for the purposes of this enquiry of the following members-

Sir E. Troup, K.C.B., Permanent Under Secretary of State, Home Office,

† Admiral Sir F. Bridgeman, G.C.V.O., K.C.B., First Sea Lord,

Vice-Admiral H.S.H. Prince Louis of Battenberg, G.C.B., G.C.V.O.,

K.C.M.G., Second Sea Lord,

Sir H. Llewellyn Smith, K.C.B., Permanent Secretary, Board of Trade,

$Rear-Admiral Sir C. L. Ottley, K.C.M.G., C.B., M.V.O. (Secretary),

shall meet to consider the best method of ensuring the uninterrupted continuance of our oversea commerce in time of war, with special reference to a scheme of national insurance or indemnity against the war risks of vessels or cargoes.
