Schedule V.
PRELIMINARY ROUGH DRAFT OF CONDITIONS TO BE COMPLIED WITH BY AND IN RESPECT TO AIRCRAFT COMING FROM ABROAD.
1. Before leaving the foreign country :—
(A.) Airships — The person in charge of an airship shall apply for a clearance from the nearest British consular officer. This clearance shall give the following particulars:
(i.) Approximate date of departure.
(ii.) Place of departure.
(iii.) Intended landing place in the United Kingdom (which must be one of
those specified in Schedule IV)
(iv.) Name, nationality, and place of residence of owner and person in charge.
(v.) Name, nationality, and place of residence of crew, also name, profession,
nationality, and place of residence of passengers, if any.
(vi.) Nature of cargo, if any.
(vii.) Type of airship.
(viii.) Object of voyage.
A copy of the proposed clearance shall be forwarded without delay by the consular officer to the Foreign Office, who will immediately communicate copies thereof to the Home Office and to any other Departments concerned. The consular officer shall not issue the clearance to the person in charge of the airship unless and until authorisation has been received from the Secretary of State for Foreign Affairs. The consular officer may withhold the clearance or delay its issue, and in no case shall the voyage be commenced within less than forty-eight hours of the time when the clearance is issued by the consul.
(B) Aeroplanes.-The person in charge of an aeroplane shall, at least twelve hours before his intended departure for the United Kingdom, telegraph to the Home Office, stating the proposed landing place (which must be one of those specified in Schedule IV), approximate time of arrival, and his own name and nationality."
2. On landing in the United Kingdom, the person in charge of an aircraft shall-
(i) Report to authorised official and, in the case of an airship, present clearance. (ii.) If he does not know who is the official to whom he should report, at once
apply to the nearest police station requesting information.
(iii.) Fill up arrival report according to accompanying form (vide Annex to this
Schedule), together with application for permission to proceed.
3. The authorised official, having received the arrival report and application for permission to proceed, may, subject to such general and special instructions as may be given by the Home Office and the Board of Customs and Excise, issue a permit to continue the voyage, subject to the following conditions:-
(a.) That in the case of an airship at least one duly authorised British repre-
sentative is carried.
(b.) That no photographic or wireless apparatus, carrier pigeons, explosives, or
firearms are carried.
(c.) That no mails are carried.
(d.) That the journey shall be effected within the time and by the route specified
on the permit.
(e.) That the pilot shall produce his certificate.
(f.) That the aircraft, before quitting the United Kingdom, shall descend at one of the landing-places specified in Schedule IV and report to the authorised official there.
(9.) That in case the terms of the permit cannot be fulfilled owing to accident, stress of weather, or other unavoidable cause, the aircraft shall come to ground at the earliest opportunity, and the person in charge shall forthwith report by telegram to the Home Office.
(h.) The foregoing conditions may be modified at any time by the Home Office
after consultation with other Departments concerned.
