adequate local forces, and in India the British garrison remains unchanged. The slight reduction which has been made in the garrisons of some of the naval bases abroad is due to political and strategical considerations.
For the foregoing reasons the Army Council doubt whether the policy advocated in the Memorandum can be justified by the arguments put forward in support of it. In any case, the policy is of such far-reaching importance that the Council are in favour of its reference to the Committee of Imperial Defence for consideration.
