If the foregoing statement is accurate-and the General Staff understand that the views contained in it find favour with the Admiralty-then the fortification of the Dutch port becomes a matter of indifference to us in connection with any attempt to employ Antwerp as a base for a military force operating in Belgium, the sea communication of which with the United Kingdom would pass from that place down the Scheldt.
